Where is a good place to shop for prom dresses?

I live in Saint Paul, MN and my school is having a black light prom so I want a dress that will look cool in the black light and is fairly cheap. Know of any places that have cute but cheap dresses?? I'm going to wear converse with the dress. actually I want to wear the converse because high heels hurt my feet and it's my every day style. I don't try too hard to do anything.

2. For prom, i recommend you don't wear converse, its trying a little too hard to be different and spunky. I do recommend Von Maur of Macy's for prom dress shopping. Its rather cheap and they have like a billion choices.
