Wheres the best place to shop for formal dresses?

I'm looking for a dress for my formal at school. The theme has something to do with red carpet and Im wanting to get one of those short bubble dresses that are tight at the waist then sort of poof out. Does anyone know a store or website online where I can look for this kind of dress? And I'm hoping it won't be too expensive?
