I need to find a place for formal dresses?

I live in Virginia Beach, Virginia. My daughter is going to have a bat mitzvah ( it's a jewish custom). We just moved to the area and I want to know what the best place for a formal dress for a 12 year old girl might be.

3. if you want to drive you can go to richmond and go to bella rosa or you can go to wal-mart and get her a really nice inexpencive really cute dress. or you can go to shingar which i a dress place. target has formal too
