Do you have to go up a size or two in formal dresses if you're a full figured woman?

I've noticed because I'm a full figured & a big busted woman that I have to go up a size or two in formal dresses, but only if there is a lining in it or if it is a form fitting dress. Do you think women normally have to go up a size or two in formal dresses or maybe I just wear too tight clothes in general and need to go up a size or two, period? Thanks.

1. No usually you do have to go up a size or two. I have been mortified when I have been mesaured for a bridesmaid dress and get told that I need a size im no where near! I have been told that the sizes are european, and thats why they run small. Its always best to get bigger, that way you can modify it to your size.
